The owner or operator of a stationary source shall revise and update the RMP submitted at least once every 5 years from the date of
the initial submission or more recent update by paragraphs (b)(2) through (b)(7) of 40 CFR 68.190, whichever is later. Specialty Polymers Products' last RMP ws submitted on 11/24/1999 and did not update and resubmit its RMP by the 11/24/2004 deadline.
