Violations: 1.Respondent failed to obtain National Pollutant Discharge Elimination System (NPDES) permit coverage for its storm water discharges and was not authorized to discharge pollutants to waters of the United States, in violation of Section 301 of the Act.
2. Respondent failed to develop and implement a storm water pollution prevention plan, as required by the NPDES permit.
