EPA proposes to assess a civil penalty of $80,500.00 against Puerto Rico Aqueduct and Sewer Authority ( PRASA or Respondent ) for violating Section 301 of the Act, 33 U.S.C. �1311, by discharging pollutants into navigable waters of the United States; and, for violating its National Permit Discharge Elimination System ( NPDES ) Permit conditions by failing to provide proper operation and maintenance and failing to comply with effluent limitations.
