PRASA has violated the Clean Water Act by intermittently discharging sewage (wastewater) through a point source (a sewer pipeline) into Waters of the United States since at least December 3,2005. In order to stop the discharge of sewage, PRASA will have to repair a 72-inch trunk sewer pipe that enters the pump station and provide operational and maintenance practices. The pump station and its sewage colelction systen are tributaries of the Puerto Nuevo Regional Wastewater Treatment Plant for final treatment. PRASA will have to provide a complaince plan to stop permanently the discharges of sewage to waters of the United States.
