This expedited consent agreement is issued to Horizon Helicopters for the unauthorized discharge of approximately 20 gallons of aviation fuel into Hungry Horse Reservoir and failure to prepare and implement a Spill Prevention Control and Countermeasures (SPCC) Plan for its facility.
