The facility conducted of a 7Km. sanitary trunk sewer on over 5 acres of land and filed to obtain the required EPA Construction General Permit. The facility has completed construction and is therefore now in compliance. This action seeks to penalize Rullan Ruiz for its failure to obtain the necessary permit. The amount of the proposed penalty is $32,500.00.
