This Consent Decree resolves the Notice and Finding of Violation issued to Kemlite Company of Channahon, Illinois (now Crane Composites) on February 10, 2005. The Decree requires Crane to spend $2,527,014 ($2,281,553 for capital/installation and $245,561 for operation) to install and operate a control system consisting of an emission capture system and a regenerative thermal oxidizer on its fiberglass reinforced plastic panel manufacturing facility. This control system will ensure that the facility will be in compliance with the RPC NESHAP and the Illinois SIP. This RTO must achieve 95% destruction of HAP, and the facility will undertake appropriate performance testing, reporting, and recordkeeping as required by the RPC NESHAP. Crane agrees to pay a $1,000,000 penalty ($800,000 to the Treasury, and $200,000 to State of Illinois) and resolve ERMS claims for past years with the State of Illinois for $150,000.
