This complaint for penalty, compliance order and notice of opportunity for hearing is issued to Ernie Fischer for failure to comply with the Clean Air Act when he demolished the facility without notifying EPA of intent to demolish; failed to remove all regulated asbestos-containing material prior to demolition, discharged visible emissions to the outside air; failed to properly dispose of asbestos-containing waste; and failed to respond to a Request for Information issued by EPA.
