Respondent, despite numerous EPA requests, had failed to consent to EPA access for installation of monitoring well(s) on his property which were needed for EPA's remedial investigation/feasibility study for the Site. Respondent received an Administrative order on April 1, 2006 directing compliance with EPA request for access and submitted a notice of intent to comply with the requirements of the order on April 4, 2006.
