This combined complaint and consent agreement is issued to the Town of Winifred for failure to monitor for inorganic contaminants, volatile organic contaminants, and synthetic organic contaminants; failure to notify the public of NPDWRs violations; and failure to report noncompliance with NPDWRs to EPA.
