This is an Administrative Order (AO) pursuant to the Clean Water Act issued to Embee Incorporated. The violation involves dilution as a substitute for treatment and the subsequent discharge of pollutants. The Order directs Embee to retrofit its facility to on-demand rinsing by 06/28/06 and install best available technology treatment by 10/28/06 in order to comply with the Federal standards established in 40 CFR 433 and the national prohibition against dilution as a substitute for treatment in 40 CFR 403.5(d). The Order also directs Embee to self-monitor through 03/31/07.
