This is an Administrative Order (AO) requiring Desmond Manaba and D&J Ocean Farms to remove excavation material (soils) from wetlands adjacent to the Pacific Ocean. Mr. Manaba excavated a trench for flood control and sidecast the excavation material within the wetland without obtaining a CWA 404 permit from the Corps of Engineers Honolulu District. The Order requires removal and legal disposal of the discharged materials, submittal and execution of a wetland restoration plan, and monitoring requirements.
