The City of Beckley WV owned an operated two undergound storage tanks used by the city's Department of Public Works. The City failed to perform release detection, employ cathodic protection, provide financial assurance. The City removed the two tanks at issue and subsequently replaced such tanks with an above-ground tank. In addition to paying a penalty of $14,099, the city will perform a Supplemental Environmental Project with a value of $46,850.00. The SEP is a Household Hazardous Waste Collection Day which will linclude the collection of used oil.
