This 2nd Early Action (EA) Record of Decision (ROD) for the 488-1D Ash Basin inclusive of associated Inlet Basins, 488-2D Ash Basin, 488-4D Ash Landfill and the Southern 75% portion of the 489-D Coal Pile Runoff Basin (CPRB) are subunits of the D Area Operable Unit (DAOU) of the Department of Energy (DOE), Savannah River Site (SRS) near Aiken, South Carolina. The aforementioned subunits were used for ash containment/disposal from the 484-D, D-Area Powerhouse. The ash within the above subunits was addressed through a series of removal actions which included ash removal and consolidation beneath geosynthetic cover system at 488-1D Ash Basin, ash removal at the 488-2D Ash Basin, installation of geosynthetic cover system at 488-4D Ash Landfill and excavation and disposal of coal residue/contaminated soil at 489-D CPRB (S. 75% portion). Hazardous substances remain at 488-1D, 488-2D and 488-4D subunits which necessitates Land Use Controls (LUCs) to protect human health and the environment from an actual or threatened release of hazardous substances. 489-D CPRB and the inlet basins associated with 488-1D do not have require LUCs.
