This Penalty Complaint and Notice of Opportunity for Hearing is issued to 47th Street Townhomes for failure to apply for authorization to discharge under with the Permit or under any individual storm water discharge permit prior to beginning construction, and failure to develop a complete SWPPP as required by the permit.
