On September 29, 2025, EPA signed an ESD for JBLE-Langley Operable Unit 55 (OU55), which documents significant changes to the selected remedy. The ROD selected excavation and off-site disposal of soils, which contain lead and polyaromatic hydrocarbons (PAHs), in order to eliminate the potential for direct human and ecological exposure to the contaminated soils. The results of pre-design soil sampling indicated increases to the excavation footprint were necessary in order to achieve the cleanup goals in the ROD, resulting in an over five times increase in excavation volume and overall cost of the remedy. The ESD is a mission target for FY25.
