On October 29, 2009 EPA Region 9 executed an Administrative Order on Consent AOC ) with Shell Guam Inc. ( Shell ) pursuant to Section 3008(h) of the Resource Conservation and Recovery Act ( RCRA ) to compel completion of their historically voluntary corrective action program at Shell's petroleum terminal located at Chalan Tenjo Vista, Piti, Guam. EPA 9 issued this order to Shell, the facility owner & operator.
