Respondent owned operated the All Saints Catholic School of Roswell construction site located in Roswell, New Mexico. Respondent failed to make timely application for permit coverage for its activities athe the facility, and was not covered by a NPDES permit at the releveant times for the relevant activities and this Administrative Penalty Order is being issued for violation of the EPA SWCGP.
