Karnak Midwest LLC failure to meet the RCRA permit exemption requirements by having containers of hazardous waste that were open without workers present adding or removing waste; by failing to label or mark containers of hazardous waste with the words, Hazardous Waste ; by failing to properly manage containers of hazardous waste at its satellite accumulation areas; by failing to maintain aisle space in its less-than 90-day hazardous waste storage area; and by failing to clean spills of hazardous waste as soon as practicable.
