Summary

EPA issued a Unilateral Order to Respondent for the removal of contaminated soils and water that resulted from the release of oil and oil-contaminated runoff after an explosion and fire occurred at their Terminal on October 23, 2010. As a result of the explosion and fire, many of the tanks at the Respondent's facility spilled their content. Significant amounts of oil and oil-contaminated runoff escaped into wetlands and water bodies immediately north of the facility. The estimated volume of oil directly discharged to the Las Lajas Creek, the wetland area downstream, and into the ground water, consisting primarily of a mixture of gasoline, jet fuel, Bunker C and/or diesel fuel is not fully quantified, but poses a threat of further discharge to the San Juan Bay.
