ottage is a commercial bakery located in SJAPCD. The bakery does not have any air permits and is subject to NSR for the ovens, which were installed in 2006, 2004, and 1997. The bakery needs to install a VOC control device on the ovens to achieve BACT. The ovens also need low-NOx burners for BACT. The bakery is owned by Ralcorp Holdings, Inc. and it makes frozen artisan breads for major supermarkets located on the west coast. The facility also makes frozen uncooked bagels and donuts and frozen cooked cake (blanks).
