Armstrong Cement failed to file Form Rs for six chemicals for the reporting years 1997-2000. These chemicals are: Hydochloric Acid, Sulfuric Acid Mist, Glycol Ether, Manganese, Dioxins & Mercury. These forms are to be submitted each year by July 1st. Armstrong Cement firs self disclosed on Jan. 21, 2002 & continued their auidt until August 2002 when they self disclosed more EPCRA section 313 violations. Because they have less than 100 employees they qualify as a small business.
