On November 18, 2004, EPA issued an Administrative Order to the Respondents citing violations of the National Primary Drinking Water Regulations. That Administrative Order specified that the Respondent failed to collect 5 routine total coliform samples after a total coliform positive sample in the preceding month; failure to monitor for total coliform bacteria and nitrate; and failure to notify the public and EPA of the violations.
