EPA has determined the proposed penalty of $157,500 against the Puerto Rico Aqueduct and Sewer Authority concerning the Dorado Wastewater Treatment Plant's Toa Baja Wastewater Collection System (WWCS-an appurtenance of the facilty) for its failure to provide proper operation and maintenance to the WWCS, the unauthorized discharge of wastewaters (pollutants)and for not reporting EPA instances of violation, all against its NPDES permit. The violations taken in the Complaint occurred within the period of July 2004 and February 2006.
