PRASA has failed to provide operation and maintenance (O&M) to the Dorado Wastewater Collection System (WWCS) resulting in the discharge of raw sewage (i.e. pollutants) into waters othe the United States against the facility NPDES permit. An administrative order (AO) is issued in order to require PRASA to cease and desist the raw sewage discharges and to provide EPA a compliance plan.
