This is an Administrative Compliance Order (AO) issued to Coluccio Contstrution which was licensed by Kaneohe Ranch, the landowner, to utilize a wetland area adjacent to Hamakua stream as a staging area for a nearby sewer project. Grading and discharges of fill material in the wetland area were performed by Coluccio without permits issued pursuant to section 404 of the CWA. This AO requires respondents to produce a plan for removal of the fill material and restoration of the wetland area.
