City of Nogales, Arizona, failed to meet the monitoring and reporting deadline of March 2005 established by EPA administrative order of March 25, 2004. The city was required to monitor and report chemicals found in its drinking water, pursuant to the Unregulated Contaminant Monitor Regulation (UCMR), 40 CFR, section 141.40. The City was fined $5500 and will also pay for a Supplemental Environmental Project (SEP) valued at $50,000. The SEP requires the City to repair or replace sewer lines affecting both private and public properties in neighborhoods where sewer lines have degraded and are leaking wastewater into the surrounding soil and possibly into groundwater aquifers.
