PRASA has failed to provide proper operation and maintenance to the Barceloneta Wastewater Collection System (an appurtenance of the Barceloneta Wastewater Treatment Plant) resulting in sanitary sewer overflows, contrary to the requirments of its NPDES Permit. EPA is requiring PRASA to cease and desist the discharges of raw sewage and to construct facilities (within a work schedule) to properly manage the sewage entering into the Barceloneta WWTP.
