THE CITY OF STANTON OWNS AND OPERATES A WASTEWATER TREAT- MENT FACILITY (PLANT) SERVING 2691 CUSTOMERS, BOTH COMMER- CIAL AND RESIDENTIAL. SINCE 1983, THE CITY HAS BEEN UNABLE TO MEET THE EFFLUENT LIMITATIONS ESTABLISHED FOR ITS DIS- CHARGE OF POLLUTANTS TO SURFACE WATERS AS CONTAINED IN THREE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS ISSUED BY THE U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) (FIRST TWO PERMITS) AND THE COMMONWEALTH OF KENTUCKY (LAST PERMIT). AS A RESULT, EPA HAS ISSUED FOUR ADMINIS- TRATIVE ORDERS TO THE CITY, WITH THE FINAL ORDER PLACING THEM ON A SCHEDULE TO ACHIEVE PERMIT COMPLIANCE BY JULY 1, 1988. THE CITY HAS FAILED TO ACHIEVE COMPLIANCE WITH THREE ORDERS. THE CITY RECEIVED AN INITIAL EPA GRANT OF $1,006,691 ON SEPTEMBER 30, 1983 WITH TWO INCREASES RESULTING IN A TOTAL GRANT AMOUNT OF $1,345,304. ADDITIONAL FINANCING FROM FARMERS HOME ADMINISTRATION ($551,000), APPALACHIAN REGIONAL COMMISSION (ARC) SUPPLEMENTAL GRANT FUND ($185,103), AREA DEVELOPMENT FUND (ADF) ($20,000) AND CITY FUNDS ($27,696) TOTALING $783,799 WILL ENABLE THE CITY TO COMPLETE ITS $2.1 MILLION WASTEWATER IMPROVEMENT PROJECT.
