CA/FO with Koppers Inc. (ÂKoppersÂ) resolves violations by Koppers of Section 112 of the Clean Air Act (CAA), 42 U.S.C. 7412, and the regulations promulgated thereunder including 40 C.F.R. Part 63, Subpart MMM, National Emission Standards for Hazardous Air Pollutants for Pesticide Active Ingredient Production; 40 C.F.R. Part 61, Subpart L, National Emission Standard for Benzene Emissions from Coke By-Product Recovery Plants; and 40 C.F.R. Part 61, Subpart V, National Emission Standard for Equipment Leaks (Fugitive Emission Sources). EPA discovered the violations during an inspection of the Facility on December 9, 10 and 11, 2008, and the violations include failure to mark components for Koppers leak detection program and failure to ensure open-ended lines had second seals and valves.
