In September 2009, Respondent hired a contractor to pick up and transport for disposal a total of 5,320 pounds of sludge/sediment from several vaults and manholes located in Stamford, CT and Springfield, MA. Upon delivery of the waste, the disposal facility discovered that the waste contained PCBs. Respondent traced the source of the PCBs to a vault in Stamford, CT that contained a PCB-contaminated transformer. Respondent is being cited for not properly completing the waste manifest for the sludge/sediment from that vault (e.g., not identifying PCBs in the sludge/sediment; not listing the weight of the PCB waste in kilograms; and not including the date of the PCBs removal from service).
