Respondent owned or operated lots at the Eastland Hills Subdivision, an eighty (80) acre residental construction site, located in Los Lunas, New Mexico. The facility was inspected by the New Mexico Environment Department on 04/12/10 and 07/08/10, and found to be in violation of Section 301 of the Clean Water Act for failure to submit a Notice of Intent for permit coverage for its activities at the facility.
