## Summary

Hazardous substances, including polychlorinated biphenyls (ÂPCBsÂ) and phenols, are located in paint, equipment, facility piping, concrete flooring  in an area of the Site defined in the Order as the GM Plant, and in tunnels and soil underneath the GM Plant.  Such hazardous substances pose a threat of further release in the event of improper demolition activities. 

Respondent has already begun undertaking certain work at the GM Plant involving PCB-contaminated material without EPA oversight or an enforcement document and has sent contaminated equipment off-Site. Respondent also initiated actions in preparation for demolition of the GM Plant.  

Under the Order, Respondent has been directed to cease and desist, in the absence of EPA approval, from taking further actions involving buildings and equipment at the GM Plant, which has been determined to be contaminated with PCBs. The Order also specifies that, because Respondent is moving forward with certain actions at the GM Plant, including preparation of the main building for demolition, Respondent must properly perform the demolition, and properly address the PCB-contaminated material at the GM Plant, including the building slab and sub-slab materials and significant amounts of PCB-contaminated soil underlying the buildings.
