Administrative Order issued to Blue Bird Dairy, a dairy facility located near Winnsboro, Texas for violations of the Clean Water Act. The facility is considered a Concentrated Animal Feeding Operation. EPA conducted an on-site inspection of the facility on March 2, 2010 and and observed violations which include, but are not limited to, failure to maintain proper records; failure to maintain proper vegetative buffer strips; and failure to ensure proper operation and maintenance. Upon receipt of the Order, the respondent is to take specific actions listed in the Order to address and correct the violation and to submit to EPA and TCEQ a certified summary of all completed and ongoing work items, including photographs, to document completed work.
