9/15/10 - EPA alleges CAA nonattainment New Source Review (NSR), and title V violations at Owens Brockway Glass Container, Inc.Âs Atlanta, Georgia facility arising from the modification and operation of its glass melting furnaces without NSR pre-construction review. Owens Atlanta facility is a major source of sulfur dioxide (SO2), nitrogen oxide (NOx), and particulate matter (PM). These pollutants are emitted from its furnaces. EPA alleges that Owens failed to obtain nonattainment NSR permits for the 1994 replacement of Furnace A, the 1999 electric boost addition to Furnace E, and the 2002 forehearth upgrade to Furnace A. EPA alleges that Owens operated Furnaces A and E in violation of the Georgia SIP and title V of the CAA. EPA seeks injunctive relief and penalties for these violations.
