Respondent began construction activity at the facility on March 27, 2006, but permit coverage was not obtained until May 4, 2006. Facility is a 40.3 acre residential construction site that entails 27 private homes, and 8 walkup buildings. SWPPP was not available on site during the CEI, the NOI was not posted at the site, and storm water BMP's were not in place (as required by Part 3.6 of the CGP).
