Summary

This CAFO resolves Clean Air Act violations at two facilites in Caldwell and Belpre, Ohio owned and operated by International Converter, LLC, a manufacturer of specialty laminations for a variety of food service and industrial uses. Specifically, International Converter increased production such that the emissions of Toluene exceeded the major source threshold for a single hazardous air pollutant (10 tons per year). This triggered the applicability of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Paper and Other Web Coating at 40 C.F.R. Part 63, Subpart JJJJ (Subpart JJJJ), which International Converter subsequently violated. International Converter also violated the NESHAP for Printing and Publishing at 40 C.F.R. Part 63, Subpart KK (Subpart KK) at Caldwell. The U.S. Environmental Protection Agency (EPA) issued a Notice of Violation and Finding of Violation (NOV/FOV) on June 29, 2007 for violating Subpart JJJJ, Subpart KK, its Title V operating permit, and the Ohio State Implementation Plan. During the course of negotiations over the Caldwell facility, it was also found that International Converter's Belpre facility also violated Subpart KK and its state operating permit. The Belpre facility ceased operations in December of 2008. EPA issued an NOV/FOV for the violations at Belpre on June 4, 2010.
