This is a civil action for cost recovery under Section 107(a) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986. The United States seeks recovery of response costs it incurred in responding to the release or threatened release of hazardous substances into the environment at the Columbia Avenue Spill site located in Hammond, Lake County, Indiana.
