This Complaint and Notice of Opportunity for Hearing is issued to Farmers Union Oil Company for violations at their Coulee Anhydrous Plant. Respondent failed to meet the requirements of 40 CFR(68) with respect to requirements of a risk management program that must be established and implemented at each affected stationary source.
