This Administrative Complaint and Notice of Opportunity for Hearing is issued to Tuleview Holsteins for the unlawful discharge of pollutants into waters of the US; failure to report the discharge to UDEQ; failure to prepare a CNMP containing all of the components required by the permit; failure to implement BMPs sufficient to store the 25-year, 24-hour storm event; failure to conduct sampling as required by the permit; and failure to conduct inspections and monitoring as required by the permit.
