This referral seeks civil penalties and injunctive relief against Williams Four Corners for violations at their PLA-9 Central Delivery Point facility in southwestern Colorado. The violations include many conditions of its Prevention of Signficant Deterioration (PSD) Permit to Construct and Operate issued in 12/2006. Williams also operated PLA-9 CDP in violation of the Operating Permit Program regulations for failing to renew its title V permit, as well as failing to submit an annual report of actual emissions and to pay required emission fees.
