The City of Bonners Ferry, Idaho (City) has agreed to pay a $12,300 penalty to settle violations of the NPDES permit issued to the City for discharges from the CityÂs wastewater treatment facility (WWTF). This enforcement action was resolved through an administrative consent agreement and final order pursuant to Clean Water Act section 309(g)(2)(B). The CityÂs WWTF provides secondary treatment of wastewater prior to discharge into the Kootenai River. The WWTF is part of a sanitary sewer system that receives domestic wastewater from residential and commercial sources. Between June 2005 and May 2010, the facility had 1,637 effluent limit violations of its NPDES permit. The facility was routinely exceeding limits for Escherichia coli (E. coli), biochemical oxygen demand (BOD), total suspended solids (TSS) and total residual chlorine.
