Robinson Plumbing and Heating Supply Co., Inc. of Fall River, Massachusetts agreed to pay $19,000 in administrative penalties for Clean Air Act (CAA) violations. EPA alleged that Robinson twice sold ozone-depleting refrigerant to an undercover EPA inspector who was not a certified technician. EPA regulations under Section 608 of the CAA allow the sale of refrigerant to certified technicians, in order to limit improper releases of refrigerants that damage the stratospheric ozone layer.
