Orders respondent to immediately cease any discharge of dredged/fill material to waters of the US, and, to, within 30 days, commence to restore the impacted wetlands to pre-project conditions OR, within 30 days, submit an application to the US Army Corps of Engineers for an ATF(after-the-fact)permit under section 404 of the CWA.
