Region 1 issued a CAFO that both initiated and settled an administrative penalty action against The United Illuminating Company (UI) alleging violations of TSCA and the regulations promulgated thereunder, 40 C.F.R. Part 761 (PCB Regulations). UI failed to prepare and maintain at its facility annual document logs for 2007, 2008, and 2009, and failed to properly prepare manifests for PCB waste shipped off site for disposal, in violation of the PCB Regulations. UI will pay a penalty of $39,900.
