On February 17, 2011, Region I filed a consent agreement and final order resolving H. Krevit & Company, Inc.Âs (H. Krevit) civil liability for violations of the Clean Air Act (CAA), the Emergency Planning and Community-Right-to-Know Act (EPCRA) and the Clean Water Act (CWA). H. Krevit owns and operates a chemical manufacturing and distribution facility in New Haven, Connecticut. The facility is located adjacent to the Northeast train corridor, in a mixed use area with residents and businesses. The RegionÂs Environmental Justice mapping tool indicates that the facility is located in an area with both a high level of poverty and a significant concentration of minority groups. The facility also is located very close to the Quinnipiac River. The company violated the risk management plan requirements of Section 112(r) of the CAA, violated Section 312 of EPCRA by failing to submit adequate and complete Tier II forms to the local authorities, and violated the CWA by failing to have a Spill Prevention, Control and Countermeasure Plan. The company agreed to pay a cash penalty of $12,626 and perform a Supplemental Environmental Project at a cost of at least $36,956.
