This Proposed Compliance Order, Penalty Complaint, and Notice of Opportunity for Hearing is issued to Black Hills Aero for owning, operating, and/or maintaining a Class V well, which through injection activity, may contaminate underground sources of drinking water; and for operating a motor vehicle waste disposal well after 1/1/2007.
