Summary

On March 31, 2011, Region 10 entered an Expedited Settlement Agreement in connection with an EPA SPCC Inspection of Carson Oil Company Bulk Fuel Plant Facility in Hood River, Oregon that occurred in June 2010. During the inspection, it was determined that Carson Oil Company had violations at the facility was lacking certain required elements of its SPCC plan. The majority of the violations focused on the inadequacy of Carson Oil Company’s secondary containment, tank integrity testing program, and timeliness in general facility “housekeeping” practices. Carson Oil Company in Hood River is an oil jobber, selling fuels and lubricants to commercial customers. The terms of the settlement required the respondent to pay a penalty of $2,650 and correct all found violations within a 60-day time period.
