Region I issued a Clean Water Act Administrative Complaint (Complaint) on March 9, 2011 to the Charles River Pollution Control District (District) located in Medway, Massachusetts. The Complaint alleges that the District has routinely violated the effluent limits contained in its NPDES permit. In addition, EPA issued a compliance order requiring that the District evaluate the causes of the NPDES permit violations and provide EPA with an engineering evaluation recommending improvements to its wastewater treatment facility.
