Southwestern Dakotah, Inc. owned or operated the Navajo Nation Municipal Pipeline Project, a construction site, located in Farmington, San Juan County, New Mexico.
The violation alleged is for the unauthorized discharge of pollutants to waters of the United States without permit authorization. In addition, no Notice of Intent for permit coverage was submitted and no Best Management Practices were implemented to control off-site discharges.
